Permanent Supportive Housing Program Advocate

REPORTS TO: Housing Services Program Manager (Kresha Green)

LOCATION: YWCA Scattered Sites

DESCRIPTION: Provides structured, goal-oriented casework for families in Permanent Supportive Housing Program. This position has a social justice component that requires critical thinking through the lens of racism and intersections with poverty. Knowing the core principals of antiracism and grounding those principles in everyday work are required job skills and core values. RESPONSIBILITIES

Casework

  • Provides casework for supportive housing families, with the level of contact at the designated number of hours per week per client
  • Assesses the physical, emotional, educational and emergency needs of clients with the goals of emotional and economic stability
  • Assists clients to determine, develop and carry out individual goals with an emphasis on self-sufficiency, and  documents goal progression
  • Assists clients to form short and long range financial plans and a realistic budget
  • Assists clients in following program guidelines
  • Assists clients to become knowledgeable of appropriate financial resources
  • Arranges necessary contracts, letters or communications with other agencies or individuals to assist clients in securing income, emotional and housing stability
  • Networks with other service providers to advocate for clients and establish suitable referral systems
  • Provides structured exit interviews for clients to gather program feedback as well as help clients focus on long term goals
  • Provides follow-up case management for exited clients, including tracking of disposition

Program Support/Administrative

  • Maintains client case notes on a daily and/or weekly basis.
  • Maintains appropriate records for case reporting, client tracking, statistics and hours worked.
  • Participates in agency, department and committee meetings to maintain integrated services for clients.
  • Performs phone screenings of potential clients and participates in in-person intake interviews with ability to assess appropriateness of applicants for the housing program.
  • Participates in department projects developed by the Director of Housing Services aimed at providing better service to clients and improving efficiency.
  • Attends trainings as directed to increase knowledge and skill.
  • Shows demonstrated ability to interact with people of different cultures.
  • Adheres to all Volunteer Services protocol relative to volunteer usage, recognition and monitoring.  Work alongside volunteers, where applicable.
  • Assures that clients, volunteers, and co-workers are treated with respect and dignity regardless of race, ethnic background, gender or socioeconomic background.
  • Participates in agency-wide Race and Social Justice Initiative programing.
  • Other duties as assigned.

QUALIFICATIONS & COMPETENCIES:

  • Bachelor’s Degree in social services related field with at least three years of case management experience working with low-income, homeless and chronically homeless households 

OR

  • AA Degree in social services related field with at least five years of case management experience working with low-income homeless and chronically homeless households

OTHER REQUIREMENTS:

  • Comprehensive understanding of issues around homelessness, poverty and trauma, especially as they affect specific populations, including but not limited to: veterans, families, the elderly & disabled, people who live with chronic mental illness, youth, LGBTQI people, immigrants & refugees, and people of color.
  • Commitment to working within an anti-racist framework to ensure racially equitable outcomes and advance the YWCA Mission.
  • Experience in providing crisis intervention services.
  • Demonstrated Understanding of Motivational Interviewing.
  • Demonstrated understanding of Housing First Principles.
  • Experience in placing hard to serve individuals.
  • Knowledge of local human services, shelter, low income and affordable housing programs
  • Good oral and written communication skills and organizational and record keeping skills
  • Ability and willingness to work independently and as part of a team and to make sound judgements without on-site supervision
  • Ability to maintain confidentiality.
  • Ability to provide creative solutions.
  • Core competencies expected: attention to detail, oral and written communication organizing/time management, initiative, collaboration, ethics and integrity.
  • Proficiency in Word and Excel.
  • Must have a valid Washington State driver’s license, reliable transportation and insurance
  • Any combination of skills and experience that demonstrates the ability to perform this job effectively

  • Ability to lift up to 30 pounds
  • Ability to conduct in home visits with clients in a multi-level apartment complex

RATE, HOURS, BENEFITS:

  • $16.35-18.00 per hour DOE
  • Full-time, 40 hours per week
